As a Naval Academy Graduate and retired Military Officer, Todd brings a disciplined approach to public service. His career in the Navy has been defined by integrity, strategic thinking, and a deep commitment to the values of our nation. Todd spent years in uniform, but his dedication to Chesapeake is equally loyal. He believes that leadership is about more than just holding office—it's about building a community where every resident has the opportunity to thrive.

ABOUT TODD

 Faith, service, and hard work have shaped Todd's  lifelong commitment to leadership and helping others. Graduating from the United States Naval Academy with a B.S in Engineering and the Naval Postgraduate School with M.S. in Applied Physics, Todd spent 22 years serving the United States Navy as a Surface Warfare Officer and Engineering Duty Officer. That service has included Operations Enduring Freedom and Iraqi Freedom, followed by an honorable retirement in 2012.

 

Throughout his naval career, Todd had the pleasure of leading sailors and civilian professionals in complex, high-pressure environments. In addition to managing more

than $100 million in maintenance and modernization projects, Todd provided oversight for a $5 billion Navy repair budget. Remaining fiscally disciplined, accountable, and mission-focused have consistently delivered positive results. In the local community, Todd has given time and effort to both youth mentorship and nonprofit initiatives to create greater opportunities.

 

As cancer survivor and kidney transplant recipient, Todd's resilience has been tested and strengthened. A lifetime of service has prepared him to be a proven and accountable leader for the city of Chesapeake, VA.​

Our Platform

Creating Real Opportunities for our Youth

Creating opportunities for our youth means attracting and incentivizing emerging industries and future-focused businesses to expand here, increasing high-quality employment options. We should also provide safe, vibrant spaces for professional youth and young families to gather—through stronger community centers, public pools, a convocation center, and other family-friendly amenities. At the same time, we must expand affordable housing opportunities and promote homeownership while ensuring smart, strategic growth across the city.

Equitable and Dynamic Growth.

Requires active engagement with educators, business leaders, families, and community stakeholders to address both immediate needs and long-term goals. Collaboration is essential to building a city that adapts to changing economic conditions, retains its youth, and fosters an inclusive, thriving community. We should also leverage partnerships with local universities and trade schools—similar to the successes seen in neighboring cities—to strengthen workforce development. Expanding our business and industrial base will grow the tax base, allowing us to reduce the individual tax burden while improving city services.

Strengthen our Support for our Military and their Families

We must strengthen support for our military members and veterans by addressing staffing shortages at VA clinics, prioritizing whole-person care, and finding creative ways to better support military families who call Chesapeake home.
